CIVILIZATIONAL HORIZONS

Exploring humanity’s potential through the Kardashev Scale — a framework for the civilizations of tomorrow.

The International Space Agency (ISA) is committed to advancing the frontiers of human knowledge and envisioning the pathways of our collective future. Among the most recognized frameworks to explore humanity’s potential is the Kardashev Scale, a model that categorizes civilizations based on their ability to harness and utilize energy.

About the Kardashev Scale

The Kardashev Scale was first introduced in 1964 by Russian astrophysicist Nikolai Kardashev, as part of his research into the possibilities of advanced civilizations in the universe. The central idea behind this framework is simple yet profound: the measure of a civilization’s advancement can be understood by its capacity to capture, store, and use energy.

In Kardashev’s view, energy is the most universal currency of progress. While political, cultural, or technological achievements may vary between societies, the ability to harness energy determines whether a civilization can sustain growth, expand beyond its planetary boundaries, and ultimately ensure survival in the long term. This scale categorizes civilizations into distinct levels — planetary, stellar, and galactic — creating a roadmap of hypothetical milestones for humanity’s future.

Although speculative, the Kardashev Scale has become a reference point in astrophysics, futurism, and space policy. It is often cited in discussions ranging from interstellar exploration to sustainability and global governance. The framework invites reflection on pressing questions: How far are we from becoming a planetary civilization? What ethical responsibilities emerge as we gain more control over energy? Could humanity ever reach the stage of harnessing the power of a galaxy?

For ISA, this framework serves not as science fiction, but as a serious intellectual tool that encourages dialogue between scientists, policymakers, entrepreneurs, and visionaries. By looking at our current position on the scale — estimated to be below Type I — we are reminded of both our limitations and our extraordinary potential. The Kardashev Scale inspires us to pursue innovation responsibly, to foster collaboration across nations, and to envision a shared future where humanity advances together toward higher levels of existence.

Type I
Civilization – Planetary Energy Mastery

Defined as a civilization capable of utilizing all the energy available on its home planet. This includes the complete management of natural resources, weather systems, and planetary-scale energy sources. Humanity today is estimated to be at approximately 0.7 on this scale.

Type III
Civilization – Galactic Energy Mastery

This level describes civilizations capable of accessing and controlling energy on the scale of an entire galaxy. Such progress implies interstellar travel, advanced forms of communication, and the integration of multiple planetary systems into a unified structure.

Type II
Civilization – Stellar Energy Mastery

Extended Framework (Type IV and Beyond)

A civilization at this level can harness the total energy output of its parent star. Concepts such as the Dyson Sphere — a hypothetical megastructure encircling a star — illustrate the scope of engineering and innovation required to achieve this stage.

Modern interpretations have extended the scale to include civilizations able to command energy on the universal or even multiversal scale. While speculative, these extensions highlight the boundless potential of science and human imagination.

Why It Matters for ISA

The Kardashev Scale is not merely a theoretical construct. For ISA, it represents a guiding vision: a call to innovate, collaborate, and pursue progress responsibly. By studying these horizons, the International Space Agency promotes dialogue on sustainability, scientific advancement, and global cooperation. It is through these conversations that humanity takes its first steps toward higher levels of civilization.

ISA believes that the future of humanity is defined not only by technological milestones but by the ability to apply knowledge ethically and collectively. Civilizational Horizons is an invitation to explore where we are, where we can go, and how we, as a global community, can shape the path forward.
